The Circumferential Road 1 Loop

The Circumferential Road 1 comprises of Recto, Arlegui, Ayala Blvd. and Bridge, Finance Road and the Luneta Segment of P. Burgos. It links the oldest districts of Manila: Quiapo, Binondo, Sta. Cruz, Intramuros and Luneta. It is also the messiest part of the old City as it is one of the main roads of the old City. It is because of many conflicts at each intersection of the Road.

Seeing that it forms a circular road and forms a complete loop with Bonifacio Drive at the border of Port Area and Intramuros, a complete one way circular road might be suitable for the road. The figure below gives the traffic flow of the figure. Given the following conditions:

  • All will be three lane roads in the loop.
  • The part of Recto at Divisoria will be fully cleared of hawkers (I mean it).
  • All other minor intersections will be fully closed to vehicular traffic.
  • Cars might or might not be allowed inside the loop.
  • Only the following roads will be allowed as entry and exit points to C-1
  1. Radial Road 10
  2. Abad Santos Street
  3. Avenida Rizal
  4. Andalucia (which leads to A. Bonifacio/NLEX)
  5. Morayta (which leads to Espana to Quezon Avenue)
  6. Legarda (which leads to Aurora Boulevard)
  7. Taft Avenue (which also branches to Pedro Gil and SLEX)
  8. Roxas Boulevard

I also did some traffic simulations on the conditions before and after the changes in the routing was done. As a sample I did the Morayta and Recto intersection. Please roll the video.

The loop has lesser conflicts but the old one has more conflicts more traffic gridlocks and queues. Remember that at intersections, the most efficient intersection control are the ones who has lesser signalized intersections. The lesser traffic signals, lesser operation costs and road air pollution and fuel wastage due to queuing and gridlocks. It might also result in better quality of life and improvement in the economy of the old Manila districts inside the loop: Binondo, Intramuros, San Nicolas, Ermita, Quiapo and Sta. Cruz. I think the next post will be the transportation planning of the areas inside the loop.


Bored and trapped in that rush hour traffic along EDSA yesterday, I just thought EDSA’s system of flyovers and underground tunnels are already obsolete and should be decommissioned, demolished and redesigned already. EDSA should have a more extensive North South connection because obviously, at grade roads are already obsolete. While retaining the MRT3, EDSA should have an Elevated Expressway on top of the MRT3. While too expensive to tell, this is one of the ways to finally bring order to the busiest and the most problematic highway in the Philippines. The roads at grade could be reserved for the Buses for a BRT Line and some motorists who do not want to drive in the Expressway above.

Est. Travel Time: 20-30 minutes (based on 80kph maximum speed, current EDSA speed is 20-30kph)

Entry/Exit Ramps at: NLEx (Radial Road 8), Quezon Avenue (Radial Road 7), Aurora Boulevard (Radial Road 6), Shaw Boulevard (Radial Road 5), J.P Rizal Avenue (Radial Road 4) and SLEx & Skyway (Radial Road 3). Optional Ramps at Ayala Ave.
